Yes, exactly but this is not a typical cherry blossom you probably see in pictures of Japan. This is called “hi-kan” (means scarlet and cold-time, blooming: end of March) and typical one is called “somei-yoshino” (beginning of March).

I have missed snowy day this year in Yokohama. A bit early to be a flowering season.
